This special issue addresses Medicare’s historical roots as a political strategy
on the path to national health insurance; the legacies of the 2003 Medicare
Modernization Act; and the movement within the program toward pay-for performance. The issue also offers three perspectives on how Medicare should
move forward in an environment that emphasizes health care competition.
