When Medicaid was created in 1965, it was expected to be a residual program for welfare recipients. Yet over the past six decades, Medicaid has grown enormously and now covers one in five people living in the United States. This special issue brings together leading scholars to consider Medicaid’s remarkable historical development and future possibilities as the program celebrates its 60th anniversary.
